10th. July, 1915.

I have received information that two German Americas left Chicago about the middle of May bound for some place in the East Indies. One of them passes himself off as a peaceful traveller named Behm mid travels first class. He is aged about 30, height five fest sight, bald head, light and fair moustache, bullet mark on the neck. The satmsible reason of their visiting India is big game shooting but their real object is to stir up trouble on the frontier. It is said that Hohm has sixty thousand dollars on him. Both are travelling via the Pacific coast route and were not to know each other on board. Doctor Cook the explorer is said to

have been on board the same vessel. Two or three Indians who had visited Germans in imerica are said to be in commmication with him. Later information says that Cook sailed on "Mongolia" on 12th. June from Ba Fraseisoo and that some time during May and June eleven Indians went to Hongkong ten of whom, whose ultimate destination is not know, were on the Mongolia. No more information regarding Bahn has been received. If you get any information of any of the persons named please commmicate it to the Government of India.

This is in continuation of my cypher telegram of today. You should keep special watch on any Indians who arrive on board the Mongolia and if necessary deport them to India. You should also watch the movements of Dector Cook.
